The Harmony support mentioned that the reason why users lose the remote after a power outage is that the Wi-Fi router has not yet been able to boot up properly. That is why you can’t access any device using the mobile application as the connection between your router and the Harmony hub is malfunctioning. So, to start you can just power cycle your network device then connects it with the hub.
To ensure that the internet is working properly, it is recommended that you connect some other device with the Wi-Fi and try browsing the internet. If the same issue persists then the issue is with your internet and you will need to contact your service provider regarding the issue. Another thing to keep in mind is that your hub and mobile phone should be on the same network for it to work effectively.
